The son of a career Naval Officer, Bill was born in New Orleans, LA in 1947. As a child he lived in New Orleans, Guam, San Francisco, Japan, Coronado, CA and McLean, VA. After completing high school in Northern Virginia, he was a menber of the Corps of Cadets and graduated from Texas A&M University in 1969. Following Naval Flight Officer training, he reported to Patrol Squadron Forty-Five in Jacksonville and served there from 1971-1974. After VP-45, he served in assignments with various patrol aviation squadrons and patrol wing staffs, a carrier wings battle group staff, Naval War College, Task Force 72, a training wing staff and ended his 22 year career as a squadron commander and then executive officer of Naval Air Station, Moffett Field.

Though selected for promotion to Captain, Bill chose to retire from the Navy in 1991. Following his retirement, Bill worked for ServiceMaster Corporation before striking out on his own. Over the next 15 years, he was owner and/or partner in four businesses in the Tampa, Florida area. In 2006, in an attempt to escape hurricanes and heat, he moved to Austin, Texas where he fully retired (except for part-time work as a real estate photographer). Other activities revolve around Cycling, Photography, Audio/Video, Computing and Graphic Creation. After a recent move north (May 2019), he and wife, Becky, now live in the Lantana community...thirty minutes north of the Dallas Fort Worth metroplex.

Bill officially assumed duties as an Asociation officer as the VP-45 Association Webmaster in 2012 upon completion of this (new) Association website. Also, after 10 years of assisting Jack Keane, the Secretary, in publishing the Association's "Pelican Post" Newsletter, a New Officer position of Newsletter Editor was created. Bill successfully campaigned for this position and, after a tough (albeit unopposed) fight, was elected in 2022.
